need a settings page, to change cup size to something larger.

Closed #39. worked on #38
4ab0551 
got configparser changing config values, and persisting them between
reboots. Renamed constants.py to settings.py as that is more accurate.
Changed all prints to log.info
removed a list generator for overall all drinks.
Created a save route that allows you to change values on settings page.
Created error class for canisters being empty.
