Create simple delegation feature

Create checkbox on assemble project page that allows the project creator to publish as delegate - this means they cannot withdraw any of the funds to their own wallet, but can reallocate all pledged funds as they see fit. Might also be nice to show all the reallocation transactions on the project page, so pledgers can track the outflow from the delegate to the end recipients
