Add server env connect timeout

When we need to connect to a SCDF env either directly from extension(axios) or from LS(RestTemplate) it'd be good if user could define a timeout as now we either hardcode that value or use some defaults. Timeout is highly dependant on a system where things are running and i.e. if env is not routable(i.e. vpn being doing) UI kind kinda breaks. Using low timeouts then may cause other issues if user env is just slow. So atleast allow them to define these.
