Type error when running tweakreg related code

When running section 4a of the align_mosaics notebook, the type error below is appearing:

This is a known issue with the new numpy version 1.18.1, more info can be found here: spacetelescope/drizzlepac#582

A bug fix has already been coded, but not yet released (see: spacetelescope/drizzlepac#587), so downgrading the numpy version or downloading the (unverified) developmental version of DrizzlePac from github should resolve this.

@samanthalh what version of numpy would we need to downgrade to for this? I'm seeing something similar for the align_muliple_visits notebook. Looks like my astroconda is pulling in v3.1.6 of DrizzlePac, even with updating the package.
