Acceptance Criteria

Search suggestions (neighborhoods) are grouped by city.
Suggestions are sorted in alphabetical order.
Cities are sorted in alphabetical order.

Tasks

Backend provides endpoint /neighborhoods, each neighborhood has a city.
Frontend uses backend endpoint instead of the static list.
