Optionally limit SearchReindex to a specific index, and a type within an index

"all or nothing" reindexing often isn't feasible. It's common to have small indexes and very large indexes on the same site. Within an index, there might be types which are quick to regenerate (e.g. pages), mixed in with types which take a lot longer (files with textextraction).
