I have a webite hosted on a server with exec() disabled, which means that geoiplookup cannot be used. However, I still needed Geoip to work.
These changes add the ability to use geolocation databases from MaxMind without needing exec() or geoiplookup. Geoiplookup is still the default (it is faster); this is just an optional alternative for when it isn't available.
