Can't run locally

I've tried cloning and running the repository locally by following https://github.com/shridhar-tl/jira-assistant/blob/master/docs/DEVELOPMENT.md but when I do npm install I get:

I've also tried using yarn and it works but when I do yarn start I get the following:

EDIT
Running npm i --legacy-peer-deps seems to have worked but I end up with the same yarn scenario above when npm start runs
