Descrição da tarefa

Criar um endpoint para criar e atualizar dados de coleção.
Este endpoint será usado pelo Upload para completar os dados de coleção (obtidos do Core) e criar / atualizar dados da Coleção no OPAC.

Análogo ao que ocorre com /api/v1/journal, /api/v1/issue, /api/v1/article. Criar /api/v1/collection
