Per-repository post/pre-update hooks

I know that there is a post-update hook that allows running something per update/pull-request. But is there anything like that to run something per repository, i.e. before or after all updates? I looked around a bit, but couldn't find anything relevant without digging too deep into the code.

A potential use case for this is running https://github.com/scalacenter/sbt-dependency-submission plugin to submit project dependencies to GitHub for vulnerability scanning. Currently, it requires setting up a GitHub Actions workflow in each repository. It would be much more convenient to run it together with Scala Steward that processes multiple projects across the org.
