Could not find config for: beatsaber-hook! Range: ^3.0.0 when not a dependency

I am trying to resolve dependencies to work on a mod, but i keep getting Could not find config for: beatsaber-hook! Range: ^3.0.0 no matter what i do. I have not had 3.0.0 as a dependency. I have beatsaber-hook 3.9.0 as one tho
