depends_on is not working as expected

I have the following atlantis.yaml

version: 3
projects:
- name: proj1
  dir: 2-example/depends_on/1
  execution_order_group: 1
- name: proj2
  dir: 2-example/depends_on/2
  depends_on: ["proj1"]
  execution_order_group: 2

And these are the snippets of the tf files

output "output1" {
  value = "Output 1"
}

# 2/main.tf
output "output2" {
  value = "Output 2 ${data.terraform_remote_state._1.outputs.output1}"
}

I was expecting atlantis to plan proj1 ONLY first. But I get the following when I create a PR

Changes to Outputs:
