Consider hoisting standard ROS 2 issue template to this repository #2

If you copy the standard ROS 2 ISSUE_TEMPLATE.md into .github/ISSUE_TEMPLATE.md in this repository, it will appear in all repositories under the ros2 org. That way, you can make revisions to the issue templates across the entire organization easily.

We did this on space-ros recently, since a lot of the repos over there were missing metadata, and it seems to do the trick!
