[New] datastore plugins

These are limited set of plugins that are expected to support data warehouse/store related use-cases.

The nature of these plugins is different from that of existing plugin
(which are only to support the deployment of jobs and provide assets).

As the said "datastore plugins" are limited in nature, they can be coupled with optimus core as libraries and can be maintained within optimus.
