Update Bootstrap CSS

Update site to bootstrap 4, checking for breakages in code before migrating.

Working on this for my company website ATM - basic grid hasn't changed too much but you'll need to change the markup on all panels and a fair few other bits and pieces.
It's well worth it though, flexbox is sexbox!
