After executing time rule occurrence value remains same. #15

Steps to reproduce :

  1. Start rule vm and add new time rule
  2. Stop the rule vm and restart the rule VM past the execution time.

As seen in the screenshot the VM decrement the occurrence count, add it to the firestore. Then again execute the rule and add same occurrence in the firestore again.
