Mayor and Tick Don't Do Anything

When I click mayor or tick nothing happens

The log files say for mayor.log & tick.log

nohup: python3.9: No such file or directory

While the server outputs

Player-10001 send: {"uid":"Player-10001","uri":"command.starter.MayorStarter","method":"POST"}
(0, '')

I meet the same problem, while Tick mode could run.
While click Mayor,the server outputs:

(0, '')

and stop, could'n continue
