Create a pre-registration form in the legacy UI. This can be based around the current survey code (either repurposed or duplicated).
Pre-registration would allow existing empires to give their preferences in the Reboot.
Their empire name (either keep existing or new one)
Start zone preference (neutral zone, starter zone, etc.)
That they agree to the ToC and Rules
Pre-registration would only be available via the master password.
The result of the pre-registration would be a unique password which they would need to use when logging into the Reboot server for the first time.
All existing empire names would be reserved and only available to the current holder of the empire name. If they choose to use a new name in the Reboot, their existing empire name is reserved for 6 months from the reboot to prevent anyone else from re-using it.

Now this suggestion will give the impression that the reboot will indeed be done and also people will think that it will be soon. Thereby giving them renewed hope. It will be great for morale for sure.
