We used to have make vmtest as a rule to build + run the kernel tests on x86 but we lost it in b3f753b#diff-76ed074a9305c04054cdebb9e9aad2d818052b07091de1f20cad0bbac34ffb52L239.

Let's re-add this at least on x86 machines without cross compilation or running on arm64 kernels so we can continue testing x86 kernels locally.
