admin123 folder missing and CSS messed up from fresh install

I have just done a fresh install in IIS and have a few problems.

1. the admin123 folder is nowhere to be found
2. the home page displays but the layout looks like some of the CSS is not working

Any suggestions/help? If I have to I will move it over to a Debian VM if it can not be run under IIS. My other sites on this IIS server un beautifully.
