At first we can integrate our BLT project with Slack using web hook for sending messgaes in the workspace, but I am not sure if we can allow anyone to do so or it should just be for the admin.

This would be for an app that gets installed to Slack. When the app gets installed in Slack it will check all other apps that are installed in Slack and provide a report. This is not related to a webhook.
