Need to put restrictions on downloads #211

I think we should put some restrictions on the downloads (eg. STI scripts/GIT repos), like a size and also a timeout for the download.

@smarterclayton yes, does geard have some sort of 'configuration' file?

Not today, for now these would just be command line options and options in the API
