Try to make package publishing easier by making the package publishing scripts in `hack/chocolatey` and others #303

What would you like to be added:

Make the scripts that are available in hack more generic so that changes such as adding/removing architectures are transparent to the release process (e.g. changing an arch in the Github Release should automatically be reflected in the script making sure the correct arch is distributed)

Why is this needed:

Its hard to debug powershell scripts so we should try to minimize our touchpoints here
