Actions are run when pushing to a forked repo

I'm working on documentation changes in a forked copy of the GenAIInfra repo (and then submitting a PR to the upstream repo). I'm getting errors when I push changes to my forked repo:

Two issues here:

1. You could check if the change does not require a validation build (for example, all the changed files are documentation .md or .rst files, and then not run the actions.
2. You could check if the repo is a forked copy and not an opea-project repo. You probably don't want validation run resources used by these forked repos.
