The docker-python package is now called python3-docker and available through the EPEL repositories

Encountered as part of IDR/deployment#413, it looks like this role was never upgraded to work on EL9.
bd23978 is the minimal change required to run on RHEL9/Rocky Linux 9. All other commits are updating the Molecule tests and the GitHub publication workflow
