[PORTALS] Blacklisted items for portal design / decoration

It would be cool to be able to blacklist blocks that players can't use to create or decorate their portal.

Bump this too. You can dupe amethyst shards by using it as the portal frame and turning it on and off

Sure, sounds good. I'd be glad if someone want's to take this on, should be relatively easy to add (one may look at how block lists are stored for the fast walking stuff and do the same here).

Otherwise I'll do this in the next coding session when I have time for vane.

I personally can't do it but yes I hope someone can help you it will be very useful to counter critical problem #209 👍🏻
