Update "Featured Proposals"

The featured proposals are quite out of date. I think we can keep the Carbon Neutral one but we could probably find more interesting/marketable ones to write about as the other two.

Approach

Choose two different, more recent community fund proposals to replace NavCoin Sticker Creation & Next Wallet on the Community Fund page. Write & replace the content as necessary.
