Add support for the simplex optimizer and expose at CLI level

It was been reported by @AndrewBeers that the use of the Simplex optimizer in place of the currently used Levenberg-Marquardt, can lead to improved results.

It could be helpful to support this optimizer in the code, and to expose the selection of the optimizer at the CLI XML level.
