Describe the bug

When changing/setting the localizaiton of VS or dotnet CLI to something, this something is not being respected by the platform.

Steps To Reproduce

Set DOTNET_CLI_UI_LANGUAGE env var and notice that the platform is not using this localization but the machine one.
