Currently the file CONTRIBUTING.org states that one need to
sign a Contributor License Agreement (CLA)

However as we discussed a while ago, the idea is also to put the packages in ELPA not only MELPA (which I will start soon).
For ELPA however the contributors need to sign the FSF papers. If nobody objects, I will add a paragraph soon.
