getIP_util.php is required for telemetry.php and sanitycheck.php

Description

After removing the backend/ directory for my multi-server setup - just as documented - the request to telemetry.php would return a HTTP 500 error. After I looked through the files in the results/ directory, I noticed that telemetry.php and sanitycheck.php both list getIP_util.php as a dependency. After I restored the file under backend/getIP_util.php everything worked again, no errors thrown and telemetry was saved normally.
Either the documentation should be changed to also copying backend/getIP_util.php for multi-server setups or the file`s contents should be provided otherwise.
