Why is this needed:

From https://github.com/orgs/kurator-dev/packages/container/package/fleet-manager， we can see no fleet-manager image with tag latest.

But we have a github action here. https://github.com/kurator-dev/kurator/blob/main/.github/workflows/release-master.yaml

Need to take a look
