Enhancement Title

etcd datastore plane and controlplane can't be scaled, only workernodes can be scaled

Summary of the Enhancement

people should know that controlplane and the etcd datastore plane cannot be scaled up or down and are choosen at the time of creation

Tip

its not the hard and fast rule and is subjected to community demand whether we need that

it helps to clear the role of autoscaler for the self-managed clusters
