Integrate Crowdin with GitHub Actions

To simplify translation process, I've made a Crowdin page: https://crowdin.com/project/kotatogram-desktop

Aside from simply moving translations, there is a way to integrate Crowdin with Github:

• GitHub Integration
• GitHub Action

This way it would be much simple to update translations.
