Windup java conditions with no location are currently being added a PACKAGE condition. This doesn't seem to yield any results in the code (see konveyor/analyzer-lsp#413, which works when IMPORT is used instead of PACKAGE).

We should probably use IMPORT instead of PACKAGE.
