Allow locus filtering in typing database sequence queries

Currently this only uses BLAST and will return the closest match, but the isolate database allows filtering by in silico PCR and hybridization. This could be useful for schemes where there are paralogous loci within the genome but only one of the loci should be used and can be determined by its position relative to surrounding sequence.
