Creates a series of time-stamped git repositories to satisfy NOAA's Gold Copy requirement. Pulls all GitHub repositories of all Organizations belonging to a GitHub User. Uses the environment variable GITUSERTOKEN to identify the user and obtain permissions. Uses https communication and the GITUSERTOKEN must have SAML SSO access enabled.
