They can be used for tile stacking, but there are some additional flexibility afforded by groups. Groups can be arbitrarily positioned on the screen using pixel coordinates. Groups can have arbitrary scales (they don't have to be integer multiples). Groups can be supplied with different fonts. This allows support for different glyphs of the same codepoints. Groups also support GL_BLEND options.
In the future, it opens up options for attaching different shaders to groups, or other attributes that would not be appropriate or feasible to attach to layers. Hope that answers your question.
