preparing the bringup launch and yaml file structure
merge together with

• add cob4-18 323 cob_supported_robots#15
• add cob4-18 323 cob_calibration_data#146

there will be another set of PRs when HW is set into service

current status:

• base is set up with kinetic using ubuntu unattended setup and postinstall script setup_cob4#199
• works well so far - we can drive the base!

remaining todos:

• bms is not yet working...seems to be a CAN communication issue
• scanner ausrichten

I'm also currently testing https://github.com/ipa320/cob_control/pull/140 locally

• bms is fixed
• wheels calibrated

@ipa-pfs feel free to stop by to test the platform...
I will also continue my work on the twist_controller with position-controlled rotation_joints on a new feature branch
