An NOS Sandbox modification is requested to allow multiple users

Now that we're trying to get more users into the sandbox, we discussed prioritize implementing multiple user accounts during the Friday August 16, 2024 Working Session (see Notes). We've received feedback from many partners/modeling groups that this is something they value highly, and could be an issue for them deciding to onboard or not.
