Workflow Improvements

I'd like to discuss and triage some of the issues that are slowing us down as an engineering team. To start with, could the developers please note anything here that slows them down on a daily basis? This can be tooling, building, integrations, whatever slows you down regularly.

After we have some idea what the issues are, we can open the floor to suggestions on how we could improve the issues, and triage which ones are slowing us down the most severely.

Here are some issues I deal with regularly:

• PureScript Language Server latency - the fact that I have to save and wait for diagnistics to refresh instead of getting immediate feedback (like HLS) is a constant time factor that affects my efficiency. Requesting completions and actions is also incredibly slow sometimes (my LS client sometime even times out doing this).
• Marlowe Run webpack build is slow to refresh
• CI build is unbearably slow, especially on GitHub Actions
• Hydra issues not being resolved
• PureScript language server lacks basic functionality - rename, goto definition doesn't always work, local symbols do not get hover diagnostics.
• I don't know how to download Hydra build logs or artifacts, nor how to debug evaluations.

Could you please check if you are able to run purs ide server --log-level all manually and connect your editor / plugin to this process (there is also -p which allows you to change the port)? I'm using this kind of debugging with psc-ide-vim (I can help with that) and it allows me to diagnose which modules are rebuilt and how much it takes to compile them.

• Marlowe Run webpack build is slow to refresh

I can introduce dll bundle spliting into the project as I've done in the playground already (I've just created SCP-3266 for this change).

• PureScript language server lacks basic functionality - rename, goto definition doesn't always work, local symbols do not get hover diagnostics.

Sometimes the missing bower.json file is a problem for purs ide. I'm not sure if it will solve the problem in this particular case but let's try.

I've made some progress on a couple of these:

• Hydra build is running again
• I've managed to significantly speed up our GH build times using Cachix. However, I'm using a personal cache for now, and IOHK doesn't use its Cachix cache anymore since switching to Hydra. Are there any thoughts on how we could manage this differently?
