From ifql created by nathanielc : influxdata/ifql#326

Once #319 is complete then triggers will be making assumptions about how to compare a table against the watermark. Most of the time assuming _stop is the upper bound of the table is probably fine, but we need to understand and handle the case when _stop does not exist.
