Description

The current footer does not match similar *.ietf.org sites and would provide a more seamless experience when users (especially those new to the IETF) move across ietf.org websites by more closely replicating the example at datatracker.ietf.org (changing "About IETF Datatracker" to "About IETF Author Tools").
