sub-item of this meta-issue: "policy manager" for Malcolm and Hedgehog Linux (#477)

This issue involves providing Malcolm APIs to interface with the policy.

While I think that Malcolm will be managing policies as branches in Git repositories (see #572), I think we will probably want to provide APIs rather than (or in addition to?) interacting with the git repository directly.
