New release 2.8.9 ?

Hi,

I see there have been a bunch of commits since the last release more than 4 years ago.

I understand not much have changed, but given that the development of the hyphen library is not really thriving, I think it would make sense for a new release to be done, so it's more convenient for your downstreams to pick up those clean up changes (and a couple of bug fixes as well!)

I'm CCing @dimztimz here, since it doesn't seem to me there is a "release manager" appointed for hyphen, but he did most of the commits in the last 4 years so he might be interested in doing it :)

As well 2.8.8 is not tagged in repo.
