Create a tasks command

A new tasks command to list outstanding tasks for each channel:

<chrisjrob> tasks
<AgainstHumanity> The following tasks are outstanding:
<AgainstHumanity> #surrey-ot awaiting your play
<AgainstHumanity> #bitfolk awaiting your decision as card tsar

This would make it very quick and easy to catch up on where you are in multiple games and would be useful as/if voting is added.

Also note that once the "idlepoke" mentioned in #113 is implemented, it will msg you to take any action you need to take, as soon as it sees your IRC idle time decrease…
