paymentRequest.canMakePayment() always return false on Android 14 while it can return true on Android 13

Hi @MINISOCKS I just tested this on an emulator running Android 14 and canMakePayment() returned true and the button showed up.

Are you able to reproduce the issue with the example in this repository?
