This is important to fix if we want to release related-issues to GA.

The two use different components to display groups
- One of them allows for merging; the other one does not
Multiple fetching spinners
- There's a lot of shifting of the content as data arrives
Do not show the table until the data has loaded
- Issues with similar stack traces show while the data is still not there
