When testing the vs19 compiler in the cloud Windows agent I noticed that one of binaries used by our vcpkg installation is now 404.See https://build.osrfoundation.org/job/_test_ign_gazebo-gz-sim7-win/41/console

There are problems also with libtool.
Upstream issues: microsoft/vcpkg#30546 and microsoft/vcpkg#28919

Added a patch in current vs19 node and updated the Windows agent instructions https://github.com/osrf/buildfarmer/commit/f24aa22f5c38719e30321033b074f03c49c6d1e4
