InterpolationMode for rotate #279

@zhiqi-li Hello, thank you for your great project.

While BEVFormer uses torchvision's rotate for the rotation of prev_bev, that default option is InterpolationMode.NEAREST.

Do you think NEAREST is the best option for the rotation of perv_bev, or BILINEAR might be better ?
